El Salvador: The Murder Capitol Of The World

Last year, El Salvador set record high amounts of homicide rates in the world. El Salvador's legal institute of medicine announced 6,656 killings in 2015. That makes the homicide rate nearly 116 people per 100,000 inhabitants. Due to this large increase in homicide rates, many have fled to the United States as well as other neighboring countries as refugees.
Where is El Salvador lacking when it comes to justice? Is it the laws or the people who are in charge of enforcing the laws?
